Scope of Work
Construction of new TD operation center and control room at Doha.
Background
The reliability of the gas transmission and distribution network in the country is of great strategic importance. The nerve center (active Main Operating Center) for the current operations is located within the plant area in Mesaieed, known as the Station S control room. Based on a QRA, it was decided to shift this active Main Operating Center outside the plant area. Once constructed, the new TDOC (Transmission and Distribution Operation Center & Control Room Complex) will serve as active Main Operating Center for the QP Gas Distributing System with other stations serving as slave Control Centers. In addition to Main Operating Center function, new TDOC will also serve as the administration building for QP TD department and as Disaster Management Center for QP operations.
The facility will be of strategic importance to QP and the State of Qatar and its security is of utmost importance. The extension of the existing GDS SCADA network to the new facility is not included in the scope of the work. The objective of the tender is to construct a new fully secured and ergonomically designed TDOC and associated facilities at Al Khulaifat Al Jadeeda, Doha
The proposed facility shall include the following major functions and associated services: 1-Main Building comprising TD Control Center (CC) with Control
2-Room, Disaster Management Center (DMC), TD operation offices and permit section.
3-Gate House/ Security Office.
4-Technical Plant Building and adjacent utilities areas; and
5-Roads, car parks, boundary wall, landscaping and other associated infrastructure.
Scope of Work
Contractor shall supply all labour, services, supervision, testing, equipment, tools, materials and each and every items of expense necessary to construct the new TD Operation Center and Control Room Complex. The work shall be performed in accordance with the Scope of Work and all standards and requirements of the tender. Guarantee Period One (01) year from the schedule completion date of the contract.
