Introduction:
Mobil Producing Nigeria Unlimited (MPN) operator of the NNPC/MPN Joint Venture (JV) requires the services of competent and qualified companies to carry out Onshore and Deepwater Drill cuttings and Liquid Waste Transport & Treatment Services to support MPN's near shore exploration, appraisal, and production location(s) in NNPC/MPN JV
acreages. Anticipated contract term is two (2) years with an additional one (1) year option period. Contract commencement is expected in October 2009.
Scope of Work:
The scope of work shall include the provision of all personnel, equipment and materials by the Contractor associated with the onshore and/or deepwater transportation and treatment of drill cuttings and liquid waste from up to five (5) concurrently contracted Mobile Offshore Drilling Units (MODUs). Specific scope of work requirements include but may not be limited to:
- The Contractor shall collect, store, transport and dispose of Water Based Drill Fluid (WBDF) cuttings and drilling waste generated during drilling operations at MPN's rig sites.
- Collection of WBDF cuttings and WBDF drilling waste at MPN's rig sites shall be accomplished with pneumatic bulk cuttings transportation and storage system and/or fit for purpose transport and storage system.
- Transportation of Water Base Drilling Fluid (WBDF) cuttings and WBDF drilling waste from MPN rig sites and contractors processing facility shall be accomplished with pneumatic bulk cuttings transportation and storage system and/or fit for purpose transport and storage system.
- Processing of WBDF cuttings and WBDF drilling waste onshore or offshore via vessel mounted transportation for deepwater disposal shall be in full compliance with Department of Petroleum resources (DPR) and Environmental Guidelines and Standards for the Petroleum Industry in Nigeria (EGASPIN) requirements.
- Drill cuttings and liquid waste transportation and treatment equipment, processors, facilities and processes must be certified by the appropriate Nigerian authority.
- The Contractor shall comply with all DPR Environmental Guidelines and Standards for the Petroleum Industry in Nigeria (EGASPIN) and MPN's environmental policies.
- The Contractor shall provide an auditable system for tracking all cuttings and drilling wastes throughout the collection, storage, processing and disposal process. Such records shall be made available to MPN and Governmental agency including but not limited to DPR and Federal ministry of Environment (FME).
- The contractor must have sufficient capacity to ensure that service interruptions do not occur.
Submission of Pre-Qualification Documents:
All pre-qualification response documents are received on Mondays, Wednesdays and Fridays from 8a.m. to 12 noon. Pre-qualification response documents that arrive after this period will be considered as late submissions.
