Scope of Work:
Petro-Canada Oil (North Africa) GmbH hereby requests “Expression of Interest” (EOI) from qualifying Contractors for the provision of Land Drilling Rig Services in support of Petro-Canada’s exploration campaign in the Sirte Basin of Libya.
The overall drilling program is anticipated to comprise of 49 exploration/ appraisal wells to be drilled using up to 4 drilling rigs in the Sirte Basin during a 3 years period. First rig anticipated to commence drilling during 4th quarter 2009. Second rig anticipated to commence drilling July 2010.
Any contractors providing “Expression of Interest” must as a minimum provide the following information:
A) Copies of Libyan Company Registration Documents (Libyan Tax Registration/Libyan Company Registration/Libyan Permit to Work).
B) Details of experience in providing land drilling rig services and ancillary equipment.
C) Details of Health, Safety and Environment Management programs in place.
D) Confirmation of drilling rigs that are currently available in Libya.
E) Rigs that will be available in Libya Q4 2009/early 2010.
F) If a drilling rig is in the process of being imported to Libya it must be confirmed that permission to import the specific rig has been granted by NOC.
G) Confirmation whether the available rigs meet the following minimum requirements:
1- 1500 HP, SCR powered
2- Highly mobile drilling rig with fast moving capability
3- Top drive system
4- 13-5/8”, 10,000 psi BOP system with shear ram capability
5- 750,000 lb hook load rating
6- Depth rated to 15,000 ft
