Provision of Collection, Transportation & Offsite Treatment of Oily Contaminated Soil

Scope of Work
The company announces its need for Provision of Collection, Transportation and Offsite Treatment of Oily Contaminated Soil Disposal of Treated Material.

The Contractor(s) shall be responsible for executing the following tasks as part of this scope of work, which may extend beyond this list:
• Establishing contamination levels of both oily contaminated soil and oily sludge present at the CWF.
• Performing safe and efficient excavation of contaminated soil and sludge.
• Placing excavated soil directly into trucks from the lined pits and transporting it to their thermal treatment technologies site.
• Transporting excavated material to the Contractor's offsite thermal treatment technologies site.
• Utilising advanced treatment technologies including thermal desorption and incineration to treat the contaminated soil and sludge.
• Ensuring compliance with established Treatment Target Criteria (TTC) as agreed by the Contractor with the Ministry of Environment (MoE).
• Demonstrating 100% compliance with the Treatment Target Criteria through comprehensive testing and treatment monitoring.
• Conducting regular soil sampling to establish baseline concentrations and to monitor the progress of thermal treatment.
• If any of the applied or indicated thermal treatment methods does not fulfill the TTC, the Contractor shall be required to enhance or refine the thermal treatment process through pre-treatment, secondary, or tertiary treatment to attain the required targets.
• Removing soil and sludge from the lined pits at CWF as directed by PetroChina, the Company.
• CONTRACTOR shall obtain COMPANY approval in case other methods of treatment are required, such as Performing pre-treatment on sludge which may involve processes like centrifuge separation or blending with less contaminated soils.
• CONTRACTOR shall bear all the legal responsibility not limited to soil transportation and MOE approval and any fines from local authorities.
