Scope of Work:
Midland Refineries Company intends to build at Samawah refinery site, a new asphalt-blowing unit with related ancillaries, the proposed unit & ancillaries shall consist of the following major facilities:
10000 BPSD vacuum distillation unit, 3600 BPSD asphalt blowing unit (180000 tons per year) to produce either of three semi blown paving asphalt, asphalt blending system, asphalt loading system.

Bidders are requested to offer break down prices for the engineering, procurement and supply of equipment and material CIP/SAMAWAH, construction and erection works, supervision of civil works, pre-commissioning and commissioning and start up activities and specific training of Samawah refinery personnel.

General basis of design:
The vacuum distillation unit with capacity of 10000 BPSD (66.24 m3/hr) shall be designed to produce paving grade asphalts, or higher penetration asphalt feed for the asphalt-blowing unit.

The feed to the vacuum unit shall consist of Basrah reduced crude from the existing 30000 BPSD crude units previously supplied by Messers Howe-Baker engineers INC.

The design basis of producing paving grade asphalt by vacuum distillation alone to offer the flexibility for maximizing vacuum gas oil to satisfy further demand and also to serve the production of paving grade asphalt if the asphalt blowing unit is shut down for any reason.

The design shall be based on producing a higher penetration feed for the asphalt-blowing unit, as it shall offer the flexibility for maximizing paving grade asphalt to satisfy the present and growing demand.

Feed specifications:
The design feed rate shall be 10000 BPSD (66.24 m3/hr) of 17.8 API Basrah reduced crude, corresponding to 50% volume of parent crude, the reduced crude oil shall have the following typical specifications:
Gravity API 17-19, Viscosity At 210_ Fcst 17-30, TBP cut range, C__ 305 +, flash point, C__ 65, total sulfur wt % 4.5 max.
